Harborfields Public Library
The Board of Trustees of the Harborfields Public Library maintains a zero tolerance policy toward workplace violence, or the threat of violence, by any of its employees and the general public. All employees and visitors to the library must be afforded a safe and comfortable environment that is free from all types of hostile behavior and violence, and one which is in compliance with local, state and federal laws. Possession, use, or threat of use of dangerous weapons, including all firearms, by any person, is not permitted in the Library, or surrounding Library property and parking areas.
Hostile behavior: Behavior that creates an environment that a reasonable person would find intimidating, menacing or abusive and compromises a person's psychological or physical well-being. Examples include abusive or threatening language and gestures toward employees, supervisors, and users.
Violent behavior: Behavior that includes, but is not limited to, harassment, threats, and physical attack of employees or users, and damage to or theft of Library, employee or citizen property. Physical attack is intentional hostile physical contact with another person such as hitting, fighting and shoving, or throwing objects, but not limited to.
Procedures for Reporting Threats or Attacks
In an emergency situation involving actual or potential violence, the first priority is to protect the safety and well-being of persons involved.
Each incident of hostile or violent behavior, whether by employee or citizen, must be reported to library management. An incident report will be filed with the library director or supervisor-in-charge, who will assess, investigate and determine the appropriate action to be taken. The Director will notify the Board of Trustees of all reported incidents of workplace violence. In critical incidents in which serious threat or injury occurs, Police, Fire and/or Ambulance personnel will be notified.
An employee who has been found in violation of this policy will be subject to disciplinary action including a verbal or written warning, reprimand or suspension, and/or termination or expulsion from the library. Counseling services provided by EAP (Employee Assistance Program) may be required. Depending upon the offence, the employee may also be subject to prosecution by local law enforcement authorities.
A visitor to the library who has been found in violation of this policy will be subject to a warning or expulsion from the library, and, depending upon the offense, to the possible prosecution by local law enforcement authorities.
